Are the app and the website the same account?

Yes. The Android app and smsgrab.com use the same account, so you see the same balance, active numbers and history on both, and a code shows up on both. Sign in on the website with your e-mail and password, or with a one-time code from the app under Settings > Sign in on the web. That also works for guest accounts.
